Rev.: Five-line inscription: ЗА ТРУДЫ ПО ОТЛИЧНОМУ ВЫПОЛНЕНІЮ ВСЕОБЩЕЙ МОБИЛИЗАЦІИ 1914 ГОДА (For efforts in the successful completion of the general mobilization of 1914). The medal was instituted on 12 February 1915 by decree of Emperor Nicholas II, communicated to the Senate by the Minister of Justice I.G. Shcheglovitov. It was awarded to all individuals who, by virtue of their official duties, took part in preparatory work for drafting mobilization plans, calling reservists and militia to active service, supplying troops with medical equipment, organizing horse, wagon, automobile, and naval requisitions, as well as transporting troops and military cargo. Those who directly participated in carrying out such tasks during the mobilization of 1914 were likewise eligible for the award.
